As a key member of Tabors Caramanis Rudkevich’s engagement as Evaluation Team Consultant to the Massachusetts electric utilities and the state’s Division of Energy Resources on all four of the state’s Section 83C and 83D procurements totaling over 3,200 MW of offshore wind power and 9,450 GWh per year of clean energy, served as the point person in the analysis of greenhouse gas emissions impacts, RPS, MA CES, REC markets, and carbon regulations.

For Cape Wind, a large offshore wind project, developed analysis and testimony in support of the successful approval of its PPA by the Massachusetts Department of Public Utilities.
