Energy efficiency regulatory analysis

  • Avoided Energy Supply Cost study: As part of a team including Longwood Energy Group and Tabors Caramanis Rudkevich, developed projections of electricity and natural gas costs that would be avoided due to energy efficiency improvements. Mr. Englander led the development of avoided costs of environmental regulations and RPS requirements, including projections of REC prices. The 2015 AESC study is sponsored by a group representing all the major electric and gas utilities in New England as well as efficiency program administrators, energy offices, regulators, and advocates.
  • As part of a US - Russian study funded by US AID, analyzed institutional barriers to energy conservation in Russia, and recommended institutional and legislative reforms to encourage energy efficiency.
