  • Avoided Energy Supply Cost study: As part of a team including Longwood Energy Group and Tabors Caramanis Rudkevich, developed projections of electricity and natural gas costs that would be avoided due to energy efficiency improvements. Mr. Englander led the development of avoided costs of environmental regulations and RPS requirements, including projections of REC prices. The 2015 AESC study is sponsored by a group representing all the major electric and gas utilities in New England as well as efficiency program administrators, energy offices, regulators, and advocates.

  • For Cape Wind, a large offshore wind project, developed analysis and testimony in support of the successful approval of its PPA by the Massachusetts Department of Public Utilities.

  • For Brookfield Renewable Power, developed expert testimony in response to a FERC complaint alleging market manipulation.

  • For a large energy trader, provided expert analysis, case strategy, and support in settlement negotiations pursuant to a FERC enforcement action alleging market manipulation.

  • For a large energy trader, provided expert analysis, case strategy, and support in a litigation pursuant to a FERC enforcement action alleging market manipulation.

  • For various market participants, provided expertise on market rules and operation for use in litigation involving contract disputes.

  • For Calpine, assisted in the analysis of Southern Company Services’ PPA procurement processes, and helped develop expert testimony.
